Yesterday I spotted the flag in a demonstration by the the Soldiers of Odin (SOO), an anti-immigrant
street patrol group founded in Kemi, Finland, in October 2015. The group was
established as a response to thousands of asylum seekers arriving in Finland
amid the European migrant crisis. SOO has denied claims of being a racist or
neo-Nazi group in interviews and on their
public Facebook page. However, the group's founder, Mika Ranta, has connections to the far-right
Suomen vastarintaliike (English: Finnish Resistance Movement, a branch of the
Swedish Resistance Movement (SMR). In addition to
Finland, affiliates of the group have a presence in Australia, Canada and the
United States. It is currently a registered NGO"

In contrast, The
Loldiers of Odin (The Loldiers, a portmanteau of Soldier and LOL, internet
slang for "laughing out loud"), are a Finnish activist group who dress as
clowns, parodying the anti-immigration Soldiers of Odin. The group first
appeared on the streets in Tampere in January 2016, dancing
and singing alongside a silent march by the Soldiers of Odin. They dress as
Clandestine Insurgent Rebel Clown Army (also known as CIRCA and Clown Army)

http://www.clownarmy.org), an anti-authoritarian left-wing activist group that uses clowning and

Its flag (https://i.cbc.ca/1.3413879.1453401473!/fileImage/httpImage/image.png_gen/derivatives/16x9_620/sieg-fail-clown.png) is a parody of the Nazi flag, with the words "Sieg Fail!" in
direct mockery of the nazi salute "Sieg Heil!" (Hail victory!) on the
obverse. And on the reverse, a scribbled Nazi flag with swastika, as seen in
this video (2:20 onwards):
